Some dredgers are designed to do that when the pipes are too short to reach the bottom. It will resurface when it's finished dredging.

Looks deep enough to not need dredging, it's at least 8' deep.

It was pump dredging (wrongly IMHO) sand to replenish the beach.
No environmental or oceanographic investigation was done.

There's a lot of it about; when I visited the Seychelles 20 years ago they were just getting into that, a look on google earth reveals they've filled up large areas of the big bay on Praslin island with dredged material. Capitalism needs checks and balances.
