Since June 20 the Scottish government has decreed all fishing floats must have been made for purpose and marked with the owners name. Legislation is being made ban to the use of inappropriate items such as milk cartons, netted footballs or similar items.

When will the same rules apply to the rest of the UK?

They can ban it and make it illegal as much as they like but without enforcement, it is just hollow political words.

A few years ago I met the skipper of a Portugese Navy patrol vessel and, as Ihad recently had a spot of bother with an illegal float I expressed my views and was pleased to hear that he trained his crew in observance and handling by spending a few hours sweeping an area. He regretted that other duties prevented him from clearing the whole coast.

It’s a long process. First there is a problem, then it gets discussed and kicked about, the problem continues and eventually it gets discussed at an official level and is consulted upon. Much later, post consultation, a decision is made, if the decision is to create regulation, regulations are discussed, debated, drafted, discussed, debated, amended and eventually agreed and the process to issue regulation starts. Eventually regulation is authorized. Post implementation the regulation is monitored haphazardly and in reaction to complaints, generally ignored, later representation is made privately or through recognized body and the effectiveness is generally discussed. Nothing changes much. If the original problem is realized again but in a significant way, such as Primary class P1 all drowning on a summer boat trip after fouling with a lobster pot marker, angry reaction demands something gets done about it. Go back to the first sentence.
