If my batteries are switched off can I still change them with a solar thingy plugged into a 12-volt (ciggy) socket?

That is a silly question! If the shut off switch is a "master" switch that de-powers the cig lighter, then no. But you can just fit another connection/cig lighter upstream of the shut off switch, then it will work

Dont forget to take another wire take off just upstream of the cigar lighter for an LED, place it above the solar panel and it will charge day and NIGHT
