In today's Herald

"Surveillance of European waters is set to go much further than combating illegal fish landings. A complex system of logging ship and even small boat movements would help combat water-borne terrorism threats, illegal immigration, drugs smuggling, and pollution. In return, seafarers would benefit from improved navigation and safety.
Mr Richardson said that such a scheme would include surveillance by radar and radio, by aircraft, satellite tracking, and possibly unmanned flying drones in future.
His paper has also proposed a three-dimensional mapping of the entire seabed around Scotland...."

Sounds good to me. I won't need to buy an expensive chart-plotter. I'll just get someone up on the radio and keep asking "Where am I?".

Well, it's to combat terrorism, so how could we refuse?

The war against nobody is proving to be an expensive war, as the enemy is all too elusive. The plan of creating enemies as we go along is proving a masterstroke though.

Still is though you can't smell the petrol these days. It's about ten minutes walk from where I live.
Close by is the old Gestapo headquarters and one day, as I was telling this to some visitors, my wife remarked "It still is, only these days they're called the Finanzampt ." (Inland revenue).
Another time, when I was still new to Germany, I chuckled when I discovered that the town hall was called a "Rathaus". I remarked that "In Britain, a rathouse means a house full of vermin"

Form 261a v4.3 Permission to leave Harbour

This form should be submitted a minimum of 14 days prior to date of sailing.

Should the master of the vessel not be sailing on the day requested a seperate cancellation form 262b v1.6 should be submitted a minimum of 18 days in advance of the day set by form 261a v4.3. Failure to do so will incur a maximum fine of 10,000dm er, pounds. Weather is not an excuse for not filling form 262b v1.6.

Failure to sail without cancellation form 262b v1.6 will result in a maximum fine and the vessel will be impounded.

If you live in a different county to your vessel and require a weekend pass to leave your home county form 376f v9.3 which takes 28 days for permission, this should be applied for 2 weeks prior to this form 261a v4.3 Permission to leave Harbour, failure to submit form 376f v9.3 with this application will result in a refusal. You may only have 2 refusals or cancellations per rolling 12 months.

It is not our fault that the above application time scale is impossible, all complaints on a separate form, which does not exist.

Due to people being forced to sell boats who do live in the same county as their vessels, the government has been forced to add a levy of 95% of the vessels value upon a successful sale. This extra money you receive shall not be available to increase the value of your housing allocation nor allow you to jump a band of housing allocation. The 5% sales revenue will automatically be paid to a charity specially chosen by your caring Government.
