Perhaps cargo or equipment has shifted causing it to remain listed. I was a ship where the cargo shifted in port and it listed quite heavily and suffered from some down flooding which stopped when she rolled back to having less of a list.

Edit - Minerva's post posted simultaneously and supersedes my musings.

its been windy - but not that windy. It might have been a factor but surely something has gone wrong beyond some strong winds.
My thoughts too. Even with all holds plus fuel and ballast tanks empty, it's going to take a hell of a blow to tip 3.3K tonnes of ship over - enough to do serious damage to buildings

Hope those injured make a quick and full recovery.

Looking at the time the accident occurred I imagine there was a shore based work force on board. If they were below, perhaps working on Generators or other machinery, welding, cutting or shifting heavy gear and the ship suddenly falls over, then no injuries would be a miracle. If there were shore gang working up on staging in the dry dock they would have been caught out too. :(

Reports say there may be multiple casualties.

Yes I'm not sure its a laughing matter yet......

I'm in Edinburgh and it is certainly windy, though we often get days of 50mph winds.

They are asking people to stay away from the hospital.......
