Useful to see photos. Those keels look fine. Would not spend time and money on doing much to them other than grinding the bottom clean, painting with Primocon and antifoul. Try it for a season and see how it goes. Guess the keels are original so doubt they are going to come to any real harm during your ownership!
If one were starting from scratch the sort of protective coatings suggested earlier would be sensible, but really not worth it when you just need to do a bit of work each year to repair any local damage to the coating on the bottom - those flanges look 10mm or more thick, will take years for any rust to have any significant impact on them.
