The support appears to have a V shaped section of SS at the front.
Which is why it does not sit forwards / downwards enough and does not self launch ? There is no tension on the chain
How would you fix this ?

How about removing the pivoting section completely and replacing it with a roller? Then the structure becomes a standard bow roller assembly and the anchor should launch normally although I would be a bit concerned about the anchor being too close to the bow, in which case you might need to extend the cheeks of the bow roller

or maybe just increase the diameter of the roller ;)
Possibly but the roller has to fit snugly into the crook of the anchor otherwise the anchor could just jump up and down in lumpy sea conditions and also the anchor might not self launch

Looks like that bow roller's been clouted at some point. Aiui, the key to self-launch is to make sure the c of g of the anchor is sufficiently forward of the bow roller pivot point when stowed. On my boat I fitted some nylon spacers to the bow roller cheeks to push the anchor forward slightly to make it self launch - worked perfectly.

It's more than likely got the wrong anchor fitted to the rig .Thats why it does not drop .
Up grading ( inc wieght ) really needs to done in conjunction with a new rig /bow roller etc .
As it is the shank is too long and thus heavey shifting the CoG rearwards past the roller ,in relation to the flukes .
Maybe another design ,more fluke heavey is needed ?
Check out other ( same ) boat examples -see what they have -if different -copy

If that's not the case then the roller is too big ,too big in Dia lifting the flukes tilting the shank back .
In whch case find a smaller Dia roller. But as others have said it needs the same width otherwise the chain will follow sods law and jam between the roller and the metal .

Cannot see what is going on shift that bow fender and do another picture! but it looks like the c.o.g. is all wrong use the high hole we can see into the pivot, thus the anchor will want to fall, also fix a stop in the chain to stop it being pulled into the capstan. The hoop should sit upright to keep the rope/chain on the roller, and prevent the stock from jumping off the roller.
