Seized countersunk socket head screw

For hard to turn screw fasteners, one of my tools of last resort is an old fashioned carpenter's belly brace, with suitable, possibly improvised bit. Lots of torque with very high end-load to discourage camming-out.
Trouble with impact tools is that they can need a very substantial inertia to resist the blow.
 
Rather than an impact driver (I.e. as used with masonry bits), do you have access to an electric rattle gun? I have a tiny 9V Makita hex drive with a rattle function, which is astonishingly effective at removing corroded fasteners. Less brutal than an impact driver, too.

The drill you use with SDS masonry bits is a hammer drill, not an impact driver, an your Makita hex drive with a 'rattle function' is an impact driver.
 
Try replacing the three you've managed to remove, using plenty of lubricant to prevent them sticking again. Try to get them tight enough to take the pressure off the fourth. Have another go at the stuck one.

I do somethng similar.
You are dead right, lots of force to stop camming out is often key.
Also a bit that does not wobble, the brace is good for that as it clamps the bit.

I think you are referring to a hammer drill if you are using it with masonry bits.

I had the same problem in the same place. Ended up drilling the head off, removing the plastic cover and using mole grips to unscrew the rest of the bolt. Last resort but it worked.
