Sealine f33 stuck controls

Help, my friend has a Sealine f33 in Largs marina, and we went down to it on wednesday with the purpose of taking it out for a blast, the boat started ok but when we went to put it in gear the control levers on both engines on the flybridge where stuck solid, we then went to the lower helm and they where also jammed, we tried the control change over switch and that seemed to be working. Any ideas where we should look, to try and fix it, before we call out the engineers. Has anyone else come across this problem on the F33, if so how did you fix it
 
Gear Cable fouled or cable seized at the outdrive end?
It's a bit odd that both are jammed at the same time.
 
Check out the gear/throttle rack which is high up on the starboard side in the engine room.. The problem i once had in the morse control lever box was when the clamp holding the cable has come loose.This can lock the gears and can happen at both ends or in either control [red top]
