I dont expect the same out cry of the 'Troll chorus', most mobos will see this as standard practice, others will be aware they should be more considerate next time out. :)

Your kidding arnt you? The only mobos that will comply with this will be the ones sat in the marina! Ah, that'll be quite a lot wont it?

One of only a few times I have ever been wound up on my boat was while I was sat on my berth (you know my old hammer head)waiting for a raggie to float off after grounding in the marina approach.
24 hour access as long as a *****y raggie hasnt gone aground again, sometimes there was just enough room to squeeze passed and I would try to float them off with my wash at hump speed , I remember one really got into the spirit of the exercise and waved his arms up and down like he was trying to levitate his weight off the boat by flying.



(another account slightly exaggerated in the interests of humour and harmony on the water ;) )
 
Rule 9 does, however, prohibit sailing vessels from impeding vessels that can navigate only in a narrow channel. If someone lacks the observation, judgement, or boathandling ability to be able to conform to that rule, then yes, their only option is not to sail in the narrow channel.

From the context, the sailing vessel that will go aground on its current tack is a "vessel that can navigate only in a narrow channel." Any power-driven vessel under 20m, including Dacarak's 36-footer would also be required to not impede the sailboat.

As I tried to suggest previously, if someone possesses observation, judgment and boathandling ability then he should be able to tack up a channel in harmony with the other vessels using it.

That's a huge leap from "not to tack in narrow channels when there is a lot of traffic about".

Not at all - a lot of people sail in channels when there is a lot of traffic about. By your interpretation of Rule 9 people who sail the BC Gulf Islands, Puget Sound, the Thousand Islands, the Intra-coastal Waterway for example, would never do any sailing.
