I don't really want to argue but if it was done while he waited all they did was top it up & check the pressure of the gas. I have had the same done in the SoF by the Sea-fire agent who was unable to arrange the full cylinder test which is why I brougnt it home for re-certification.
To pressure test the cylinder it has to go to a specialist company. Even Sea-fire UK can't do this. They use Ocean Safety in Southampton who have the kit for testing liferaft & other cylinders for the professional market.
