If you are using an eroding antifouling, the only reason for sanding is to reduce the edges of chips. If not be aware that antifouling dust is very nasty stuff and you need to be well covered up and a very good respirator in place (as well as gloves) there are a number of products that you can use if the A/F is non-eroding, but this does not need to be done every year. A tungsten scaper from Sandvik is the best manual way. You could get a slurry blast to clean it off, but there is a danger of going through the gelcoat, or use this http://www.bcaviation.co.uk/paint_stripper/paint_stripper.htm

Why remove last years? If its still on and adhering, just a light sand with an orbital and put new on top! Remember antifoul is highly toxic, especially the dust, so take the neccessary precautions!

We just use a green scouring pad wet then overpaint but we use International Micron Extra which is a hard antifoul.
From my days of playing with cars you cannot do better than a dual action sander that will rip through everything including the gel coat as quickly as you like but used carefully will feather edges wonderfully.
If you have a lot to do I would hire a compressor and use a air driven DA sander with plenty of water to keep the antifoul wet. Good luck it a sh*tty job.
