Sailing in Italy

I think the best rule so far is the six hour rule, if your out more then six hour you have to fill in a heath Declaration.
I think we lucky here in sicily much more laid back with socialising , we can go out for a sail all The shops are open although like the rest of Italy we did have a lockdown over Easter.

I think the Sicilians have worked out that if you publish case rates, deaths etc etc then everyone gets locked up!! So ignorance is bliss!!! This may be the best policy of the lot.......
 
Recreational sailing is not the problem up here, crossing the different regions on our way trough Italy seems to be more of an issue with current regulations. Occasionally we need to stop for provisions and rest, lately it has been more rest than sailing. We where hoping for some clarification, or ease of restrictions after Easter, but things stay the same..as far as we see.

Exactly, still not sure if they allow moving around. On land it's clearly forbidden.
 
We see on AIS that boats are moving between regions, super yachts seems to be the majority. We have been at anchor for one month and are itching to move...

Same here. I understand that you can move (also between regions) if you bring the boat back to its home port, as this (returning to your home) is one of the exceptions for the movement restrictions on land. Might be the case with the super yachts, being sailed to where they will be "needed" in summer. Like sailaboutvic said earlier, all depends on how it's looked at and who looks at it.

Did you move within your region? I have only moved inside the municipality since I have been out of port. Tuscany is red zone atleast until the 19th and it doesn't make a lot of sense to go places if you can't even visit, except visiting supermarkets.

Thanks sailaboutvic. Nice to have it all in one place and in English, although I have really improved my Italian trying to stay informed about Covid restrictions and can almost read the newspaper now.

"It is allowed to move to another Municipality exclusively when the sporting activity implies travelling (i.e. jogging or cycling) as long as this serves exclusively the activity itself and the final destination coincides with the Municipality (Comune) of departure"

I have been thinking about this formulation, because in a broader sense that is what is going to happen if I go for a two week sail around the island.
 
Attached are the communication from the Ministry of Health and a facsimile of the attachment to be filled in for the purpose of issuing the LPS.

For simplification, the attached LPS must be completed in the case of:
· Pleasure boats with a length of less than 24 meters flying any flag;
· Navigation lasting> 6 hours from national ports;
· Navigation of any duration for boats from foreign ports (Member States of the European Union; States party to the Schengen Agreement; United Kingdom of Great Britain and Northern Ireland; Andorra, Principality of Monaco).

In March we sailed the Ligurian coast coming from France. Sailing is going on every day here, so no ban on sailing in Liguria as far as I can see.

We have lived on the boat for the last 9 years and it would be hard to call a specific port for home. Home port is where we are at the moment, and that can sometimes be difficult to understand for the address and country bound.

The whole thing is pretty ironic, with a rapid COVID test we can fly out of Liguria and Italy on a crowded plane, and return to a different region with another plane on the same day. But we can’t sail, totally alone, and put our anchor down in a new region. Why can’t sailors take a test to cross regions? Please give us rules that makes sense.:)

Thanks, I remember the form from when I came to San Remo in autumn, the coast guard made me fill it out at arrival. I didn't know it was needed for navigation inside Italy.

Good to hear you have been sailing, makes me more confident for when Tuscany turns orange again.

It's the same for me, the boat is my home and it's home port is wherever I am.

You are right, not a lot of sense in some of these regulations. I hope they will be eased soon.
 
Well we are very long term cruisers very very long term ,
some thing I learned many years ago is , taken one day / one rule at a time ,
Rules change and are interpretate not only from countries to countries but within countries.
Greece is a good example,
We already had a 10 days cruise so far this year leaving sicily and returning ,
Health forms send but no reply
no question ask But we was ready if we where to be question what we needed to say .
In three weeks times we be starting our season , hopefully .

Don’t worry. You could be in the U.K. Then you would understand what doesn’t make sense really means!!
 
Althought I'm in favour in keeping people safe and reducing the risk , it does seen as if this is getting close as a money making excercise and persuading people to stay and holiday in the UK ,
Consider the current messaging. In the UK the advice for those under 30 is to have a different vax than AZ. IF there is a causal relationship to clotting - and not proved yet - the incidence of death seems to be 4 in 1 mm. The message therefore is that if you are under 30 you have a greater chance of dying from Covid. In most of the EU the advice is for those under 50 or higher, meaning that in a world where only AZ was available apparently you have less of a chance of dying under these age groups from Covid. This seems to me to be what governments are effectively saying. In other words we have now turned into a zero risk tolerance society for which we are prepared to crush our economies and curtail civil liberties.

Sadly things didn’t improved after Easter, the restriction have been prolonged and are now in effect until 30 April. However Toscana has gone from red to orange and the R-number is down, while in Liguria they are on the raise again. Sardinia is now a red zone with R-numbers rising.

We have decided to move anyway.. We have effectively been in “quarantine” for 30 days at anchor, health vitals, and all contacts outside the boat are monitored and logged daily since we started the trip in April 2020. We have safely arrived Elba, apart from a near collision with a misbehaving fishing vessel at midnight, and are continuing to stay at anchor.

Supplies will last for at least 1-2 week before we need to stock up. We may order some small service on the boat to get access to a marina. No CG or control seen or heard of so far (y)
