I wrote to my MP about this, seeking clarification on how this might work for small craft owners. I also pointed out the current understanding of how it's thought to be implemented, and the shortcomings in those methods.

I received a reply yesterday thanking me for my latter, and stating that he'd passed on my requests for clarification to the relevant ministers, and would be replying as soon as he had any further information.
