Rya pn vs isc rating

What is the difference between a rya pn of 1013 and an isc rating for the around the island of 0925?

There is a formula that doesnt do too bad a job of relating IRC to py, but I think the ISC is their own and not in any way official.

The formula is ( PY x 850) ^ -1.187 = IRC

Stick the formula into a spreadsheet - it will know what to do with the ^.
