Yes! Unsurprisingly, mine is just as the manual (that Vic posted early on) shows. If it isn't like this, then its a different model or modified.
If it just doesn't swivel, its likely seized.

It'll be no good if it does not swivel ........... 'cos if the wind blows from behind it will spin backwards and suck all the charge out of the battery again :)

I tried that once, holding the fan to make it run backwards. I expected it to suck power out of the battery, but actually it collapsed the insulation on the cables, just like a hose under vacuum!
 
Well thanks all, it does swivel and the bearing at the swivel has a flat spot, so rotates smoothly about 300 degrees, with a slight resistance for the other 60.
Will dismantle to inspect, but suspect that the bearing surfaces will need a clean up? Which hammer do I use to disassemble?? Sledge, club or claw??

Why, ball-peen, of course.

You do talk rot. Everyone knows that if you turn them around the battery drives the fan & your boat becomes a sort of turbo assisted hyper speedy A22 on steroids.

That only works if you mount a horizontal metal dustbin drip fed with parafin, downwind of the compressor / ' air generator ' blades.

Angus I thought we were keeping the jet propulsion of the A22 patent a secret, but as you've blown it...
