Running mooring... help needed to identify mystery object?

I am about to lay a running mooring (sometimes called a frape) for a rowing dinghy. The main line for this type of mooring is a continuous loop running through a rope block on the quayside and running through another block anchored to the river/seabed. I have included a photo of one of my neighbours' moorings at the river/sea bed end as he is using a type of moulded ceramic block with rope eyes moulded into it. I have no idea what this is called and have scoured the internet in vain. Can anyone help identify this mystery object as I would like to source one.

Agree it's probably an insulator.
You might want to find something with a bigger hole- less likely to get fouled up with weed etc.
 
Tis indeed an insulator block, exactly the same as the one I use and works a treat. Alternatives that work just as well would be a stainless thimble hard eye splice with the tail fixed to whatever anchors the end, you could just use a stainless shackle but the pin is a weakness as its likely to come undone if not well siezed.

No I will not disclose my source for the insulator, do not want to get 'em into any trouble
