how long is a piece of string....

IMO, you need to be happy with, and have experiance in all conditions, i dont think i would recommend it with less than a full seasons sailing under your belt in a variaty of conditions.

The best advice I heard was to try it on a non race weekend and see how you feel
 
How experienced do you have to be to take part safely in the Round the Island race.

By take part, do you mean crew for someone or sail your own boat?

If the former, the answer is "no experience", if you can find someone willing to take you on that basis. The RTI is actually a great race for someone starting out, as each leg is long enough to really get comfortable with what is happening.

If the latter, then obviously you need to be comfortable manouvering your boat. You should be able to tack or gybe as required, should be able to navigate (keep the land on the left, don't hit the sticky outy bits) and (very importantly) have at least a rough guide to the racing rules.
There is a very useful simplified set of rules on the RTI website. For first timers, that is probably enough. Know those rules, give the turning marks a wide berth (to avoid pesky mark rounding rules) and you'll be fine. If you find yourself closing another boat who appear to think you should give way - unless you are absolutely sure they're in the wrong, then give way. You're not going to finish well if you're not that experienced, your goal should be to finish.

In short, go for it!

Although i suppose you have the comfort of being in a big group if you go round first time with everyone else...
