I've just published a short update piece about Rouen, which has expanded and renewed its facilities in 2013.

the guys who lower the mast belong to a seperate company - called LAMANAGE. The guy who is in charge is a really nice and enthusiastic person called CHRISTOPHE DUBOS - speaks very good english and very helpful. Email address is activiteplaisance@lamanage-rouen.fr and phone number 02.35.71.98.31.
Prefers to arrange the mast lowering by appointment - you do the deck work and he has a team of 2/3 guys who will assist if needed. Cost me 120 euros which I thought was reasonable.
