We tend to have three main mooring lines, all with an eye on one end. One will be longer than the others to use as the bow line where a bit of extra ‘reach’ is sometimes required but it is worth remembering that longer ropes can be heavy and more difficult to handle, particularly for SWMBO. We also have a couple of much shorter lines that were on the boat when we bought it and we kept because they are handy for springs or the stern line where the cleats in the boat and the pontoon are close to each other. There is also a thicker, longer line for towing or mooring in harbours with high jetties and or a big tidal drop - we visit one harbour like this so it does get used occasionally.

Stowage is a factor so on the OP’s 23 footer I would be happy with three lines about the length of the boat, particularly if moorings will mainly be on pontoons. As already mentioned 16mm is too large in reality and 10 or 12mm would do the job and would be easier to handle and stow. If there is room then perhaps one longer line to cater for unusual circumstances.
