Rivets for step to mast

Yes.If too short the ball on the end will start to pull through the substrate before it swells the rivet, which has to do so on the inside of the mast, thus pulling the fitting inwards a small amount. You still have to make sure that the fitting is pushed tight to the mast first.
Practice on 2 washers, or even a stack of 4 first, to see what I mean
 
Any "extra" length will not affect the deformation. Get yourself a really good gun if you're fitting mast steps...
previous advice was thickness of the 2 metals plus 1.5x the pin thickness
I have been doing some trials. The top diagram used 10mm long rivets and the bottom diagram used 8mm
It looks like only the head of the 10mm rivet has deformed but the 8mm rivet head has deformed up against the inner metal and is less likely to pull through?
