RIB tube pressure

Friend has just bought a second-hand RIB.

What pressure should the tubes be at?

Importantly the boat is in Greece...so should he test the pressures at midday/late in the day when it's heated up?

Check with the manufacture tech info for pressure, normal pressure test is when hit with your hand they should ring when pumped up hard .
normal hand pumps will not over pressure them but in warm climate they normally have an automatic pressure releif valve fitted to prevent air expansion.
subject to hull design under inflated tudes can cause drag and possible damage to the bondings.

Most Ribs will happily operate at around 1.5psi but like already said you need to watch the expansion issue with temperature changes.
