There are two reasons I wouldn't even touch it:
1. Its not your boat to move/adjust/touch - sorry but I've had too many supposedly 'helpful' people change/adjust things only to come and find my boat left in a worse state - if its unsafe/at risk, report it to the marina office - true for any kind/type of boat.
2. My searider is very sensitive to being moored into the prevailing weather as it doesn't have much freeboard at the transom so if its left moored stern to the prevailing weather it is at much greater risk of flooding! The rib your talking about may not be as sensitive as mine but its certainly something you should be aware of.
Why not just have a polite conversation with your neighbour when you next see them...?
