In response to the queries raised in the NtM thread, I have just received this from Dover Harbour:

Many thanks for your below enquiry regarding the Notice to Mariners for the removal of the designated anchorage within the Port of Dover’s Outer Harbour. As you have correctly identified below the anchorage that is being removed was really designated for commercial vessels and not for pleasure craft anchoring. The leisure zone has been in existence for some time now and is not changing in anyway due to the issue of this Notice to Mariners.
In future we will still be able to provide an anchorage area for pleasure craft in the Outer Harbour and this will be controlled by ‘special direction’ by Dover Port Control, who can be contacted on VHF channel 74. Dover Port Control will be happy to advise pleasure crafts looking to anchor in the Outer Harbour of a suitable position which will in most weather conditions, be in the location of the West Buoy at the outer edge of the leisure zone.
