When I first got my boat i foolishly painted the bilges as i was pleased that i had dried them out and sorted all the fresh water leaks.
I know have more knowledge and realise how important it is, to have no delamination or cracks on the bulkheads.
Is there any solutions that would be ok to remove some patches of the paint that will not cause any damage to the fiberglass?

No reason to. If there are cracks, they will come through the paint. Then you can remove paint as needed. At that point, sanding works, since you will be sanding anyway.

Owatrol Marine Strip Paints and Coatings Remover 1 ltr. Ater a lot of google im thinking of trying this .
Try it . It is caustic soda based so take care to keep it off you and especially protect your eyes.

Bilge paint may prove to be difficult to remove with chemical paint strippers.

Read the technical and safety information.
