Is the boat owner the new soft touch for this goverment. I read about more regulation that will only cost the boat owner money and not improve anything. Has the goverment identified a pot of money to tap into that is a soft touch and viewed by the general public as the few with deep pockets who will not bite back. Not one of the new rules that the goverment are talking about would appear to serve any usefull purpose other than to raise cash.
