I've got a 3 year old Ocean Safety PLB1 which I registered by snail mail with Falmouth at the time of purchase. I've just added a couple of MOB1s to my safety equipment and revisited the registration of my PLB1 and see the government have taken over this together with better online facilities for updating/amending boat details, next of kin etc.
When signing up to the service and adding my PLB hex number, the data held by Falmouth was already in the system so it was easy to update change of address etc.
If you've got a device more than a couple of years old, you can check/update your info here - Register a UK 406 megahertz (MHz) beacon - Beacon Registration Service - GOV.UK
PS - fully aware my MOB1s are different devices that do not need the above registration, I was just housekeeping my kit.
