Refreshing the bilges and an odd bit of wood on a bulkhead?

So I have recently purchased a 1967 Falmouth Bass Boat made of GRP (unfortunately the last owner has 'mislaid' the builders plaque, but that is a separate moan!) My wife is the granddaughter of Rodney Warington Smyth so it's good to have a Wiggy boat back in the family.

Having stripped back the old bilge paint back to the epoxy I was wondering whether I need to use a primer before applying some bilge paint? Also wondering what people recommend as a good bilge paint - I believe that Danvolin (from International Paints) is good?

Finally the bulkhead of the forward buoyancy tank has had a large (12" diameter) hole cut in it for a long now mislaid inspection hatch. Unfortunately they no longer make that size so I am going to have to glass it in to make an appropriate aperture for something a little more modern. What has baffled me is semi circle of ply wood that was glassed into the bottom of the bulkhead. This had been crudely cut into for the inspection hatch meaning that the said ply has delaminated and rotted pretty much entirely away. What baffles me is the purpose of this piece of timber? It is not attached to the hull or keel in any way and so it's not structural. The only thing I can think of is that it is to provide some rigidity to the bulkhead at a point where it would be vulnerable to heavy working boots banging against it?

Any thoughts would be much appreciated?
