Red Flare reporting - what procedure should I have followed?

There may be a "better" way to list the info (i.e. getting a position in before the nature of the distress incase you loose contact) but reality is 99% of the time the absolute basics are enough and the CG will extract the info they want.

It doesn't, it just means that in your particular incident local knowledge wasn't a critical factor.
Falmouth CG could not pin down a position for the PanPan vessel during a lengthy 15 minute VHF dialogue.

With my limited local knowledge as soon as the PanPan vessel said he could see a lighthouse on top of a hill and in view of the crystal clear VHF signal from west of Dodman I deduced correctly the vessel could see the Fowey day mark tower. If the Falmouth CG officer handling the distress call had the local knowledge you claim CG staff have he would have asked the vessel to describe the colour pattern on the "light house" which is a distinctive white and red banding.
