Red diesel in Northern Ireland - changes from October

So HMRC have now set out the new rules for the use of red diesel in leisure vessels in Northern Ireland from 1st October
(See attachment). NI is currently getting the worst of the Brexit effect, and this is another example.
This means that NI is different to the rest of the UK and is severely disadvantaged in terms of leisure boat running costs.

I can see problems.
A boat close to us in Spain recently had a problem with its fuel tanks which meant that all the fuel had to be pumped out.
The boat in question had been in the marina for as long as I can remember - at least 10 years.
When they pumped it out - you've guessed it - it still had the red marker from when the boat was in the UK.

Thats just one case but I understand that the red marker can stay present for many refills of white diesel.
That link explains that HMRC will be pragmatic - I think they will have to be VERY pragmatic.

Well one problem will be if it’s a fishing port there might not be any white.
