Yes, in Holland they will accept receipts. Well publicised in various places and confirmed by the RYA (and copy emails from the Dutch embassy in a previous thread here)

I posted the previous Embassy confirmation to which you refer. I intend to email the Embassy contact this week to try to confirm if the official Dutch customs stance has changed following the HMRC waving the white flag.
