1- they would have thrashed a prototype to death before role out
2- use a mule to test new tech before role out and taken a small gamble

Not sure that is 100% correct, I can think of a number of former colleagues whose poor decision making and risk management cost them their careers. However I will agree that repercussions just aren't as visible as they are in the wider corporate environment.

Geoff,s happily drawing he's MP,s pension --- ? --- since release from prison (wife's points debarcle ) .
