The category in which a recreational craft is classified, is determined purely by the manfacturer. So if he claims it's a category A, it is a category A. The notified body (the certification body) only has an advisory role.
Most manufacturers categorize their products under class A for commercial reasons, while most boaters feel that they are category B.
It is a bit similar to cars. SUV cars are marketed as real all-terrain cars, while they're clearly not intended for backwater roads.
