No, the channel is not narrow as there is depth all the way across. The speed restriction is to protect the moorings from wash.

At the moment the speed restriction will be vigorously enforced due to the harbour wall collapse.

I have just discussed this at some length with French Nationals. Apparently, the latest anti-terrorist legislation allowed at least 36 hours detention without a problem (exact number was not agreed amongst those I was speaking to). Thus wrongful arrest might be a feature of civil law, but unlikely to succeed against french police.
