Rafting on a visitor's buoy?

How common is it to have to raft on a visitor's buoy EC height of summer? Was at Aldeburgh last week in our Crabber and a chap in a similar sized boat shouted something and made circling gestures at us (couldn't understand what he wanted but waved & smiled), but he stopped on another recently vacated buoy. He later rowed past and said he had been calling to say he was about to raft alongside etc. As there were plenty of safety boats planing up and down I thought about the dangers of rigging clashing and thought it would not have been safe. However later that afternoon I noticed the harbourmaster's/boatyard launch directing two Dutch yachts to raft on a single buoy.

It is normal practice and actively encouraged by Aldeburgh yacht club to raft several boats on their visitors buoys.

Just to set the record straight, AYC do not have any visitors moorings and I have never heard the fairways committee suggesting rafting. There are moorings (4 I think) off the Martello Tower. These belong to Upsons yard and are availiable on a first come first served basis. Certain times of the year they also rent out vacant moorings (01728 453047). Also Paul Cable (01728 452569) but not on Saturday as he is Plymouth Bretheren. I would be very careful in that area at the moment as it is big boys regatta and these guys are liable to leave a big gash down the hull of rafted boats among the crowded mooring!
Also the moorings are all connected by chain and you will not be popular if you snare that. Best to anchor near visitors moorings near Martello.

Not round these parts. There are a lot of Plyms locally, even shipped a few in from South Africa. They have a big meeting hall in a nearby village. But all their businesses close religously on a Saturday. They also huddle in small groups in the High Street on Sat mornings shouting out their dogma to the weiry and generally hung-over locals. I'm sure they probably take Sunday off as well.
But please be assured Paul Cable is a charming chap, has heard all the local fishermens colourful language and is very willing to assist his customers. I have my car serviced by local Plyms.

Now you jog my memory the visitors mooring we were on was from a yard and cheap as chips at £5 per night but they did raft them up
