Racor FG 500 filter changing?

Just changed the 30 micron filter today, for some reason I got it into my head that once I unscrewed the lid I would be able to take the filter out without any diesel flowing over- WRONG..... even though I turned off the diesel, as soon as the lid was loose it poured out into the bilge to give me another 15 minutes of cleaning.

Have I done something wrong or is my diesel turn off tap not working?

All fuel feeds from all tanks must be isolated. If you have sight gauges these must be isolated as well. Same goes for any cross feeds. In other words, as soon as all are isolated, no diesel can flow.
 
Likely the filter inlet is direct to the tank, with the fuel valve to the engine further along. If the level in the tank is above the level of the filter then it will overflow. This could also possibly happen by back flow from the spill line.
