Racor 120AT Fuel filter/Water separator

This has recently been installed and is gravity fed. But no instructions with it.

Q1. If I see water in the bowl I must open the plastic tap to drain it. Presumably fuel will flow in to replace the water. No further action required. Correct?
Q2. But if I want to replace the filter cartridge I must turn off the fuel supply, remove and replace the cartridge and turn the fuel back on again. The fitter said that's all there is to it but on the filter body itself - above the cartridge - there is what looks like a bleed screw. He said don't touch it. Baffled!
 
Thanks but that does not answer my questions. Can I open the tap at the bottom to drain water and rely on gravity to refill the bowl without an airlock? And when changing the cartridge do I have to open the vent to bleed it given that my fitter said no.

I don't know about the vent as my Racor doesn't have one, which perhaps is confirmation that it should be left alone, but when you open the bottom drain to remove water/crud, more diesel just fills in from the tank.
