Actually, it is the land owner who ends up paying for the social housing.
If the cxouncil will not accept a lower levelof social houising and development tax, the developer has no choice but to reduce the price they pay for the land... otherwise simply cancel toe project. At which the land owner stil has to deal with their assets but now with a record of having a project rejected.

If they are going to built 373 homes on this site, many of them must be small/affordable, there is not room for larger homes
