Nevertheless, it is a powered vessel, clearly doing over the limit, and creating a wash which has doubtless killed many insects along the bankside.

I got pulled last year. There's an exemption for club safety boats when people are in the water.
Said safety boat was misfiring badly and stalling. So we stripped the engine, fixed all the faults and took it for a trial. Policeman was sympathetic (ie if we were relying on it for safety, we needed to ensure it worked) but gave us a ticket anyway. Probably had a quota to fill.
