Quick Sail Changer

I've just been given this piece of kit but don't have a clue how it is used and Google has failed me!
It's a S/S plate about 360mm long with 2 handles, one fixed and the other hinged.
It was manufactured and distributed by Short and Norvill Ltd whose address was Brockhurst Park, Stoke Poges - their address didn't include a post code which hints at this bit of kits age.
Can someone please tell me how to use it?

Many thanks for finding that!
It was found in a shed of one of our club members that has recently died (he was well into his eighties) so if anyone would like this I can let them have it for the cost of the postage - I don't have hanked on sails!
