Question about Bilge Pumps

The pic below is the electric panel from a Cranchi motor boat berthed near mine. The owner is gone to the UK for the winter and I volunteered to turn on the electricity every few weeks to keep the batteries charged. When I turned it on yesterday it wasn't using any electricity so I had to go on board to check. The battery charger breaker was in the off position so I reset it and all good. However I looked at the pic I took again today and notice the bilge pump breakers are in the on position but the main DC breaker is off. I would have expected the bilge breakers to be in the off position and the bilge pumps to be powered directly from the battery - is that correct? 20251023_092904.jpg
 
OK I went back and checked. If I power on the main DC breaker the bilge pumps operate continuously so they're overrides. I'm going to assume the float switches operate as intended.
