Saw this today, seems an interesting development to police the small boat channel?

QHM Portsmouth is proud to announce the formation of the QHM Portsmouth Volunteer Harbour Patrol, a volunteer body to supplement the Harbour Patrol in advising and assisting recreational mariners in the Dockyard Port of Portsmouth. Entirely funded by subscription from the commercial harbour users the VHP will be manned by highly trained, uniformed volunteers acting as agents of QHM. We are recruiting today, if you are over 17 with a RYA Safety Boat Qualification and any RYA sailing qualification then email qhm@qhmportsmouth.com for an application form.

Early birds can hear QHM explain the details on BBC Radio Solent's "Solent Sea Dog" programme at 0650 on Tuesday 18 November. Tune in to 96.1FM, 999AM (in Hampshire and IOW) 103.8FM, and 1359AM (in Dorset).

Yep, and application already submitted. They are looking for 50 people to act as "deputy" QHM's. Basic requirements plus additional training on acceptance. Basic 2 shifts per month during the summer.
