Problem with ICOM M94DE handheld charging

So my Icom M94DE stopped charging. I realised the cigarette lighter adapter blew a fuse, replaced it and it blew immediately. I tried the 220V charger and it does nothing.

I cleaned the contacts and checked for voltage with my multimeter and everything is working, apart from the fact that there's continuity on the radio between the + and - pads on the radio. Makes sense why it's blowing fuses now.

Does anyone have the same radio and can check continuity so I can confirm the radio is faulty?

Any thoughts as to what could cause this and if it's repairable?

Your multimeter will only be measuring the resistive load across those pins where there will be an electronic charging circuit inside.

Even the resistive value looks OK, 10 ohms for say a 9v battery circuit would pass a current of 0.9A.
 
Something must be wrong though inside the radio. The light on the lighter plug comes on, I get voltage across the pins on the charging stand, but the minute I put the radio in the stand the fuse blows. Tried with a couple of sockets. The AC does nothing. I was able to charge the battery fine with wires connected to an 8.4V power adapter, so it's not the battery either.
