Priming epoxy

I want to epoxy coat the folding prop hub (just the hub and not the prop blades) to reduce its exposure to the action of electrolytic corrosion. My question is, should primer be applied while the epoxy is still tacky or wait until fully cured.

The prop is in my shed and won't be refitted until spring so I'm in no particular hurry, will primer adhere better to tacky, or fully cured epoxy?

Prime before anti fouling, as it's gonna be encrusted with critters PDQ otherwise

Its best to put conventional paint onto epoxy while its still tacky,
nothing sticks to gone off epoxy unless its abraded.
