Pressure wash and antifoul 2022

The boat has been in the water all winter, and I called in the usual place yesterday, "Can I use the slip this weekend?" Elicited the response that of course I could unless I wished to wash off.

What have I missed, and what options do I have to scrub and antifoul now?

I can't find anything clear on line about it. The Govt websites are difficult to search on for anything relevant.

Like many I can't justify financially a lift for antifouling, but I don't wish to fall foul of some agency and get landed with the bill to clean up an estauary of antifoul residue.
 
There are regulations related to dealing with run off from cleaning antifouling and I guess the owners of the slip have decided that to comply they would need to introduce some control. Not sure whether the new regulations have come in fully yet, but I know our club is planning a new dock to meet them. A marina I go to has something like a big paddling pool they put under boats when they are jet washing on their slip.
 
Certainly no problem here on the Medway.
Our scrubbing blocks are fully booked and constantly in use. Certainly a boat on there today.
Have helped drop of boats in two local commercial marinas recently and both the boats were jetwashed as usual with the results allowed to drain straight back into the river.
 
So after some digging, the relevant legal bit is,

The Environmental Permitting (England and Wales) Regulations 2016

With the info at 12(1), and schedule 21 section 3. All from 2016, it appears to suggest no scrubbing of antifoul(pollutant) that is allowed to be discharged, and makes no mention of pressure washers. I believe if you do it in water there is no discharge? as it is already in the water, and it is specifically mentioned elsewhere that you don't need a licence to remove light marine growth, on a small boat, in water elsewhere, but not in this legislation. I have no legal background, so please feel free to read it.

Apparently it's being enforced locally, and all the professional slips and marina's are fully on board with this, and ready to lift your boat, pressure wash it, then antifoul it for you for a token fee.
