Anything other making sure its not siezed, I should do to a 140hp Evinrude 2 stroke, that hasn't been run for years? (Dry stored), before trying to run it?

To clean properly carbs need removing 9 times out of 10
Number of times I've heard
'Oh yeh, the carbs have been cleaned'
But its still chugging a bit!'

Daunting for a newcomeris it a big job?
Or just try to start it (in water) and see how it goes before deciding on what potentially needs to be done. Obviously make sure the fuel is fresh with the appropriate 2 stroke oil mixed or separate depending on what the engine needs.
