Power steering

I have Bravo Two legs, Merc ass steering ram coupled to Morse hyd steering, on full stb lock the pump luggs and the belt squeals, prt ok, what needs adjusting please?

should be a pressure relief bypass somewhere that allows the fluid to circulate without stalling the pump.
