Had the pair in the dinghy been wearing lifejackets, showing lights, not in a wooden boat and with the passenger facing forward the outcome might well have been identical; except for the fine.

£3k is a lot to pay for the authorites' arguably disproportionate response, but had things got worse then throwing all available assets at it would soon have been justified.

I'm also going to be thinking about how to store a torch with the rest of the dinghy's kit.
FWIW I use this cheap-n-cheerful one in the kayak/dinghy. It has multiple settings, seems pretty robust, and with 2xLithium 18650s has a great battery life.

I suspect there must be a strong element of "pour encourager les autres" in the fine & costs. Let's face it, £3K will get most people thinking and maybe get them to carry suitable lighting and wear lifejackets. If that saves a couple of lives further down the line, to my mind, it's a good thing.
