Portugal Registration etc

I'm planning to bring my Etap22 down here to Lisbon permanently.

Can someone tell me the rules, with respect to importation, registration, driving licences, taxes etc.

Also, who deals with all this (Polícia Marítima?)

I cannot answer for Portugal, and I don't know the whole answer but I have had a 23 ft trailer sailer yacht in the local marina for four years and thus far, touching wooden head, no problems. It is SSR'd, flies the red ensign and courtest flags and looks like any other visitor. One problem I may have is with the trailer as I bought the boat in the UK and trailed it here when I had a British reg'd car; now we have an Spanish car so we should have a registered trailer with its own paperwork and I think its own MOT. This may not apply if the total weight is under 2 tonnes but I haven't done much research as yet as there hasn't been a need. We are begining to think about upgrading so we may be taking the boat back to UK as I think it will sell quicker and at a higher price there. None of this probably helps you but it may be of some use.
