No it isn't, the captain could partially flood the ballast tanks and steam on with just the fin showing so making his draft variable:D

I don't know what modern day boats can dive to, but I wouldn't be surprised if they could reach depths in excess of 1000 mtrs, our own Swiftsure class were good for 2000'(600 odd mtrs) back in the mid 70's
